A report for the European Parliament has urged the EU to assess stronger policy options for defending academic freedom in its research and innovation programme. Options it outlines include setting up a monitoring system that could lead to underperforming institutions losing eligibility for funding; requiring applicants to set out an academic freedom plan for their project; or requiring host institutions to have plans in place. The report does not recommend any particular course of action, instead saying that “each policy option should be assessed for its impacts and perverse side effects”.
